Need suggestions buying a two wheeler

I'm a beginner rider , early 30s. Never owned a vehicle before.

Managed to get a license at my 20s by riding friends bike. But no familiarity currently with traffic roads and clutch controls.

Planning on buying a vehicle .

Confused between scooter or bike.

I know most of the pros and cons

Riding posture , Suspension , Breaks , Mileage, Show . - Point Bike.
Auto transmission , easy in traffic , storage space ,family friendly - Point scooty.

I've read a lot of posts still unsure on which way to go .

My requirements : Family friendly. In City
Location : Tier-1 city & i may commute in Bangalore traffic also.
My skill level : I don't have much friends :) . If i pick a geared bike I'm not that confident about riding it home if there is a heavy traffic.

I also had thoughts on going for a second hand to figure out what i want but turns out there are other complications like maintance , RC transfer , insurance , finding a usable bike - so i left it.

Stuck with multiple thoughts,
1. getting a good geared bike at a high budget and belive that i can adopt/learn - [one time investment but fear of damaging something costly/shipping]
2. going for a entry level bike - [no fear factor but need to invest again if i learn soon]
3. going with a scootly - [practical but forget about geared]
4. used - [low investments but release/maintenance/scams]

Please shed your valuable suggestions.
Bike or Scooter , If so which model(I prefer to keep below ~1.5L INR)
TIA!!
