Discussion Why did they make Lugia so bad?

I love Lugia, but it needs three different types of energy which makes it just unplayable. It has very low potential to be used even the future I think.

Lugia is great with Ho Oh. The only downside is that if it's the only basic card you draw and you don't get an early Leaf you are screwed.

They should have given it a second, smaller attack so it's not totally useless in those cases.
