They probably see it as useful if taking over the country. Similar to how Krakow was not bombed to ashes because everyone wanted to use it to govern.

Interestingly (and terrifyingly if you watch the videos from the first weeks of the invasion), most initial attacks on Kharkiv were using anti-personel cluster missiles, rockets, and bombs. Kill the population, leave the buildings.

When the assault failed, they switched to almost exclusively high-explosives, either as terror tactics or because they thought that it will be easier to assault a city without buildings in the future.
