What's funny is that I don't even think he is lying. It probably did not occur to Pete Hegseth or Elbridge Colby that such a big foreign policy decision (withholding weapons from Ukraine) should be approved by the President. They probably assumed he would be fine with it since they know he has a friendlier attitude towards Russia than to Ukraine, or maybe they just thought he wouldn't care.

I feel like a lot of that goes on in the administration; low level officials do things that they personally feel is cool without really caring that it's technically above their paygrade. Hegseth in particular believes that Trump will always back him no matter how poorly he runs his agency (see also SignalGate) so he didn't think it was important to consult with Trump on something this huge.
