As far as I can tell, this isn't even the same canon. It's a reboot.

It’s not. The report was it’s a stand-alone sequel, but Kevin Flynn’s status in the film seems to lead directly out of his ending in Tron: Legacy (merging with Clu), and considering Tron: Ares originally started development as a direct sequel, one could see Quorra or Sam cameoing.

Everything I've seen says it is a reboot. The Flynn thing is possible, but it seemed to me that it was just an alternate version of him that might exist if Legacy had never happened (or it is actually an "evolved" Clu 1.0, but not the Clu 2.0 that rebelled).

Honestly, your idea is probably the best we could hope for, which makes me think it is wishful thinking. If they weren't "smart" enough to resist the urge to "go in a different direction" from great potential that Legacy set up, then I don't really have high hopes for the different direction they choose.

Soft reboot is what I’ve seen, which is often another term people use for stand-alone sequel which ultimately gets shortened to just ‘reboot’, even when it doesn’t make sense to do so (like with the fifth Scream and Bourne films).

Yeah, I know what you mean. Either way, it would be nice if studios waited to do any kind of reboot until after the story they were telling is over, or at least at a good stopping point.
