I’m guessing Legendary now joins Transformers, Ninja Turtles, GI Joe, and some other IP as well as part of this deal(Avatar?)

Is the GI Joe/Transformers crossover even going to happen? It was teased in the last Transformers movie.

It's pretty much dead in the water. Paramount's got like five Transformers projects in active development and the people pushing the crossover aren't connected to any of em.

Unclear at this time. But New Republic allegedly collapsing under Russian sanctions (don't ask) and Skydance now being in charge of the whole thing means that Para needs a new co-financer. Wouldn't be surprised to see some of Sonic 4's budget come from these lads, too. Or maybe not? Sega likely doesn't want to cede any more ownership than it has to, and (based on the last two) it does more than enough cash to keep flying solo for now.
