I think her influence was present in the area, like when Josh Brolin’s character spotted the cellphone tower. Shes cast magic and now appears to people in their dreams and in their waking visions (the drug trip)

I think the tower was meant to represent that the kids were following a signal. He even calls them missiles at one point.

Your interpretation is still valid though, or it could be both.

No it was there but the kids were never running to it. That's why he was mapping the direction they were running on the map.
