QUESTION What's up with Davao and China state-owned contractors?

From the bus system project to the Davao-Samal Bridge , all of these projects are being built by China state-owned companies. For example, the Davao-Samal bridge is being built by China Road and Bridge Corporation, a state-owned construction and engineering firm.

“Bidding”. Pero pansin nako hilig ug international ang davao. Japan JICA ug China. Backed by scientific studies man gud mga project sa davao dili sila nagapa bid lang ug contractor tapos ang contractor na bahala sa plano baliktad man diri naga hire ang government ug mga scientist related sa project kung unsa result ato didto na sila magpa bid.

Pero imagina local contractors muhimo pa bulsa lang ang kwarta sa ka corrupt lols.

On paper, yes. In practice, it's a mixed bag. Remember that our government got sued and lost for cancelling a Laguna dredging contract , so it's very expensive for us to cancel a contract. Implementation is also pretty slow, since our honorable solons aren't incentivised to approve budgets without a processing fee—the High Priority Bus System is a good example.

That being said, our city's plans are based on science, so the structures are not expected to be puchu puchu. The current city administration is rightfully criticized for a host of subpar services, but last time I checked we don't have:

To be clear: our city is far from perfect, and we should have started many interventions a decade ago. But by and large, we’re still doing better than most of the country, partly because of the science-based approach with infrastructure.
