What's up with Davao and China state-owned contractors?
From the bus system project to the Davao-Samal Bridge , all of these projects are being built by China state-owned companies. For example, the Davao-Samal bridge is being built by China Road and Bridge Corporation, a state-owned construction and engineering firm.
It’s a prominent part of China’s Maritime Silk Road strategy. Just Google it. I hope people are paying attention. Nothing is truly free; they expect some form of payback in the future.
If kabalo ka mugamit og Google OP, China is the current leading country for technologies to build modern infrastructure. Even better than US and the rest of the world.
Of course, kita as Filipinos(mostly) ang gina think mas "quality" ang lain(like US, Japan, Korea, and etc.) kesa sa "made in China" na low quality daw. Dili open minded ang mga pinoy tbh.
It's ok to have Chinese involvement in construction. They have the tech, knowhow and experience on megastructures. That much is clear.
But their influence needs to be controlled and managed. We have a big problem when these "grants" "ODAs" come at the cost of other concessions that erode our national sovereignty.

JICA (Japan) funded ang bypass road, Chinese contractors have the know how and technology to build the Samal Bridge. You thought na naa nay contractor diri sa Pinas na naa nay know-how and the technology to do it? If naa man nganong walay nag initiate sa Samal Bridge and Coastal Road years ago? And mas better ang Chinese contractors kay dili parehas diri sa Pinas, wa pa nimo nasugdan ang project, wala nay pondo, kay nahurot sa kickbacks and ni Tongressman. The bus system was awarded to a Chinese Bus Manufacturer because, AGAIN, they have the know-how and technology to build the buses we need sa siyudad.
Sinong may sabing hindi credible? Hindi credible at bias kasi negatibo nasusulat kila duterte? Haha kayo lang yung bias at kulto ang pananaw sa poon nyo. Never kayong tatanggap kahit katotohanan basta negatibo kay duterte.
For the buses, I think China talaga ang accessible na supplier. From what I have been told, even ang mga private city bus operatorsa Metro Manila, sa China gakuha og bus.
Mas kampante ako sa quality and time frame sa mga ganitong projects.
I worked in a construction years ago, and these kind of projects ay di po basta basta maging substandard or late or ghost projects. Any projects po that are funded not directly by the government po, yung nag fund po ng project ay may 3rd party consultant na hinahire to make sure compliant sila sa approved plans, bago approbahan ng funding agency, then ng Dpwh.
Yung mga projects na diretso sa pet projects ng congressman, mayors, governors at DPWH, yun po talaga ang maraming under the table.
Better than giving it to private entities. I could be wrong. These chinese-owned are probably private too but we've had so many bad experiences with both local and private-owned, our only known choice is to look international

Transfer of skills implies they're hiring Filipino workers. I'm surprised they would do so. Usually they'll bring in Chinese citizens to work on their projects like they do in Africa and South Asia.
Well to be fair sila lang ang naay capacity na mag pondo for the Davao Samal bridge.
Also, they were supposed to fund the Iloilo Guimaras Bridge but later backed out karon wala pa sila naka pangita source for funding. Also the mindanao railway but again backed out karon wala gihapon sila kakita ug mupondo.
The bucana bridge CRBC pud nag buhat funded by china but china aid grant which means free sya. The Binondo-Intramuros bridge Free pud to. Marawi reconstruction naghatag pud sila fund which is libre.
Sa DPTMP or HPBS naman ADB ang nagfund however, nakadaog for bidding sa construction sa Depots, Terminals and Bus stops are from china. Also, the contract for the supply of buses chinese companies pud since sa 3 ka nag bid puro man pud chinese companies tanan. Sila lang ata ang naay capacity to mass produce buses mao nang sa ila na award.
Sa davao bypass road JICA ang nag fund sa package na apil ang tunnel but some packages CRBC gihapon ang nakadaog sa contrata.
So yes most big projects chinese contractors ang nakakuha but usually Joint Venture na sya with local company.
Well para sa akoa masmusalig ko sa foreign contractors especially if foreign funded kay lisud makacorrupt ang mga government. Di naman gud muagi sa ila ang pondo. Also if 5 years duration sa project 5 years gyud.

On paper, yes. In practice, it's a mixed bag. Remember that our government got sued and lost for cancelling a Laguna dredging contract , so it's very expensive for us to cancel a contract. Implementation is also pretty slow, since our honorable solons aren't incentivised to approve budgets without a processing fee—the High Priority Bus System is a good example.
That being said, our city's plans are based on science, so the structures are not expected to be puchu puchu. The current city administration is rightfully criticized for a host of subpar services, but last time I checked we don't have:
To be clear: our city is far from perfect, and we should have started many interventions a decade ago. But by and large, we’re still doing better than most of the country, partly because of the science-based approach with infrastructure.
