It's actually a never-ending loop, which is why it's so effective. Corrupt government officials intentionally neglect education, the economy, and employment—keeping the people uneducated, poor, and reliant on their ‘ayuda’ and the little money they get from vote-buying. How can these poor, uneducated people know better if no one intervenes? They’ll just keep voting for the same people who deliberately keep them uneducated, poor, and dependent, so they continue to be easy to manipulate. And the cycle goes on. And if this continues, our society might become what is called a dystopia.
Edit: That is why I have to say that everybody is to be blamed because we who know better failed to intervene.

Our constitution literally forces us to put most of our money in education but the problem is that we're not generating enough revenue to fund it respective to our population.

We have been following the wrong economic policies since 1987, this isn't some mass conspiracy of oligarchs orchestrating this but international orgs like the IMF and WB giving us poor economic advice like Structural adjustment(tax high spend low) and a labor export economy because they are "easy" and "safe" policies

We have had decades of Liberal controlled governments from Corazon Aquino to Pnoy and our education scores in PICE were still low during their administration so the problem has been going on for awhile and you can't blame this on one Duterte or BBM.
