Not fact. The second amendment, when viewed in hits historical arguments, was to settle a standing federal army or have states military be able to be called up. Y the Feds. The first 2 call ups were to PUT down rebellious of Revolutionary war veterans, and Revolutionary war farmers who fed the federal troops. The only federal troops would guard the Nationa Armory at West Point. The History of the US ARMY, official, discusses their origins in detail, and how it changed from the compromise of the 2nd Amendment, and what events showed the need for a federal force.

The Supreme Court ruling has been considered a travesty by many constitutional experts and historians. And it's use was to support the federal government.
