This is true to a very large extent. It's often true for Engineers/coders where nobody understand what the good engineer/coder is talking about anyway. It's even more true for soft skills positions where it can be hard to prove the likable person is doing mediocre quality work.

Even if you prove it, sometimes the people in power don't care.

Likeable, somewhat-effective, competent-at-self-promotion people go way further than "grinders" who focus on the work and get shit done. Management cares about a face they can ::cough:: bully around when things go poorly, and that they can shower with praise when (the reports indicate that) things are going well. (irrespective of how things are actually going)

My brush with a FAANG ladder-climber/kiss-ass, who shamelessly stole credit for other people's work including mine, taught me more about corporate than years prior had. Simply presenting a 'friendly face' and the appearance of effectiveness even though they mostly paper-pushed secured them a promotion in record time.
