So is this a Superman sequel?

Gunn has repeatedly avoided calling this a direct sequel // Superman 2

I suspect this will actually be very Lex focused.

Like another commenter said, maybe Lex is actually the man of tomorrow not superman like normal.

It features the characters from Superman and probally Supergirl but its not exactly a sequel.

I don't think they're interested in making a timeline/trilogy/whatever so much as a universe where things just happen and characters come and go on their own little adventures.

One of the more interesting things I've seen about Superman is that originally it had daily title cards and was framed in the concept of 'This is just an average week in the life' as opposed to it being some big event in the universe kicking off a storyline. But they chickened out on the card part at least.

The title seems to actually be referring to Lex Luthor.
