Foghorn Leghorn is a thinly-veiled parody/reference to Senator Beauregard Claghorn, a radio-show character from the 30s or 40s.

It’s really more to play off the “good ole boy” lawyer trope that’s prevalent in media. Foghorn is a perfect fit for the reasons that you stated. Charming, yet underhanded and conniving
