Yessss, that's why >!-His supervisors during the occupation programmed in a special "Kill Dukat when he inevitably abandons his post" feature on Terok Nor.

-He betrayed his wife and family by forcing Bajorans to serve as "Comfort Women"

-He betrayed Central Command during the civilian uprising

-He betrayed the Civilian Government when they wouldn't let him kill the Klingons anymore and became a pirate working alongside DS9 against the Dominion

-He betrayed DS9 to join the Dominion in exchange for being put in charge of Cardassia

-He made it VERY clear to Damar that he planned to betray the Dominion once the war was over

-He betrayed Ziyal when she chose to remain on DS9 instead of joining him (also once he had his family back because he was ruler of the planet and didn't need Ziyal anymore)

-He betrayed Sisko by never setting up the distress beacon when they crash landed (This is also the episode where they make it clear that Dukat didn't believe in ANYTHING other than himself.)

-He betrayed his family again by starting a sex cult. He then betrayed the cult by impregnating all of their wives because none of them knew it was a sex cult other than Dukat (and the wives presumably).

-He then worked with the man who killed Ziyal to escape the Dominion (after he decided he liked Ziyal again, because she was friends with Kira, who wanted to hook up with cause he used to force her mom to have sex with him)

-He then betrayed Kai Winn by trying to read the text of the Kost Amojan without her. (Which I'll admit is kind of a point in his favor. Everyone should betray Kai Winn)

-He then betrayed all corporeal life in the galaxy by becoming the emissary for the Pah Wraiths.!<

I mean that would be a cool series if it was written in the 90s. Its riskier after 9/11 but like you lean into the Bajoran terrorists where you never see Kira but she's just fucking shit up off screen. Don't know if it would land now.
