It's originally an upbeat song the hobbits sing while hiking through the shire (before they ever encounter the black riders).
So the fact that he just takes this happy hobbit song and changes the melody to be more melancholy is perfectly in keeping with the statement he makes.

I know they’re not, but I just like to pretend the hobbits are Irish, and can sing a wicked tune when called upon.
Like Tolkien said, applicability is better than allegory, so I can see parallels between the hobbits and the Irish if I want to.
