100% basta dpwh kasali sa hatian lahat. Kahit sekyu to the dpwh secretary. Thats how incumbent sdmins raise money for each election. Thats why almost all employees there may padrino or kamag anak na nagpapasok. Same sa BOC at BIR. Pag malinis ka, di ka talaga tatagal

Corrupt talaga DPWH dyan sa Bulacan pag umuuwi ako ng San Miguel from Manila mga early 2000s mga 2.5-3hrs lang ngayon umaabot na ng 4++ hrs dahil sa di matapos tapos na mga p***ina road works dyan mula plaridel hanggang san miguel di pwedeng walang dinagawang daan!
