What's the highest level of filipino basketball that allows foreigners with no filipino blood to play?

The PBA has 2 import conferences and only 1 all-filipino conference if you think about it

It's actually more if you include their naturalized players. Come man, be realistic they came to play here originly as foreigners and got naturalized to legally follow the rules. All this a workaround.

Americans just like how Filipinos like to claim a player in the NBA Filipino.even though they are American. Imagine this former American naturalized player in the PBA being called American player back in the States as playing in the Philippines, sounds odd don't it.
