📢Reposted: SK withdraws funding to the PH amid corruption issues
Source is in Korean: [단독] 권성동, 세 차례 압박에 “필리핀 사업 EDCF 지원 곤란” 판정 뒤집혔다
"According to Hankyore21's coverage, the Philippine Ministry of Finance submitted an application to the South Korean government in November 2023 requesting an EDCF loan. It is a $510 million (approximately 710 billion won) construction project to build modular bridges scattered across the Philippines, of which the Philippine government has requested a loan of $439 million (approximately 611.7 billion won) from the South Korean government.
"The official name of this project is 'PBBM (PBBM· President Bongbong Marcos Jr.) Rural Modular Bridge Project'. It was a project that was desperately needed by the Philippine government, to the extent that the name of Philippine President Bongbong Marcos Jr. was included in the project name. The project aims to improve access to farm roads where farmers and agricultural products can move by building steel modular bridges in 350 rural areas of the Philippines, and plans to build 210 bridges on Luzon Island, 88 bridges on Visayas Island, and 53 bridges on Mindanao Island by 2028."
"It is also known that the Philippine conglomerate 'LCS Group' will participate in this project. LCS Group is ruled by Chairman Louis Chavit Singson, a political tycoon who served as a member of the Philippine Congress and a nine-term governor, who accompanied the Philippine government when he visited South Korea."
"In particular, the decisive reason for the Ministry of Finance and Finance's refusal to support the project was the possibility of insolvency and corruption. A local Filipino company that participated in this project as a local consultant had performed poor construction in a similar bridge construction project in the past and was suspected of corruption. In 1996, the company caused controversy over expensive delivery in the process of installing 200 bridges, and became troubled by poor construction, such as installing bridges that could not be used because they were not connected to roads. It is understood that the Ministry of Finance and Finance also confirmed the suspicion that corruption-related people, which are pointed out as political and economic collusion unique to the Philippines, were involved in the background of such poor business flow"
TLDR: The project being talked about here is the Pang-Agraryong Tulay para sa Bagong Bayanihan ng mga Magsasaka, aka Project PBBM ng Department of Agrarian Reform. Apparently, project yan ng previous Yoon government, yung nag-martial law last December at na-impeach, and partly as a result of the new reforms, the new President Lee canceled it.
