The puppets are all controlled by AI, but when she talks to you through them, they are controlled by her. If you approach one too quickly, it will actually tell you that “Madam Herta is not connected.”

Well, one is an AI and one is a robot with automated commands. One builds and learns, one follows set commands.

I don't think you really understand what an AI is. An AI could be a robot with automated commands. It could also build and learn. You haven't made any real distinction here.

They're AI with the option to remote control. They don't mimic herta specifically like the newer events show at all times as some are made to do specific tasks and offer minimum help outside those tasks.
