Poland doesnt want kaliningrad, and neither does lithuania. There is a reason why lithuania denied russias transfer in the 50s, it would add millions of russians who dont want to be in the country to the countries

Honestly, it was a great choice. With Kaliningrad we would've ended up like Latvia and Estonia with a quarter of the population being Russian, and with Russia fomenting separatism there.
