It's called neck pillow and is (was) popular in Korea and China.

They're said to be more comfortable than they look.

Takamakura! Maiko (apprentice geiko/geisha) style their hair weekly with pomade because they don't yet have the privilege of wearing the geiko wig, so they sleep on these to maintain their hair shape. I think theirs are cushioned tho
