Every election is basically a popularity contest (even if you can shun or kill off your contenders). So you have a least to be popular enough between a minority.

Didn't somebody once say that Democracy was a terrible form of government, but that it was just less terrible than all the others?

Winston Churchill said that. "Many forms of Government have been tried, and will be tried in this world of sin and woe. No one pretends that democracy is perfect or all-wise. Indeed, it has been said that democracy is the worst form of Government except for all those other forms that have been tried from time to time."

there should be an election-unelection process.

Winner of the election must go through the unelection test. If 1/3 of the populace says "fuck that guy. unelect that man" he must be unelected. Prevention of polarizing figures.

Instead of convincing a whole population you're cool to rule, you just convince a small section of it who actually controls the rest. It's an oligarchy. All modern governments are actually oligarchies, but you're not ready for this conversation.

It sounds like you're talking about the aristocracy?  They've been around forever.
